The Land Governance Assessment Framework (LGAF) assesses the status of land governance at Country level in a participatory process that draws systematically on local expertise and existing evidence. The LGAF is designed to help countries to involve all relevant stakeholder groups to participate in technical assessment to assess and rank countries.’ land governance status against global good practice using a common framework. In Tanzania the framework for landholding is regulated under a set of statutes that recognize grants of Rights of Occupancy (GRO) with Certificates of Title, in what are categorized as General and Reserved Lands.
Alongside these are Customary Rights of Occupancy (CRO) that may be granted or issued with Certificates of Customary Rights of Occupancy (CCRO) which relate mostly to the category of Village Land. The Land Act, Cap. 113 regulates the issuance of GRO while the Village Land Act Cap. 114 (VLA) regulates CRO and the issuance of CCRO, together these statutes are known as the Land Acts. While GROs are largely granted in the urban and formal sector, the CCRO are largely issued in rural areas. With regard to these occupancy arrangements this report makes certain overall finding that are summarily presented
Etablished in 2003, the Comprehensive Africa Agriculture Development Programme (CAADP) is the African Union’s policy framework for agricultural transformation of the continent. It aims to contribute to a significant increase in agricultural productivity in Africa’s mostly agriculture-based economies. With the adoption by the AU General Assembly in June 2014 of the Malabo Declaration on Accelerated Agricultural Growth and Transformation, CAADP has gained renewed political momentum. At the heart of the implementation process are country-specific strategies, the National Agriculture Investment Plans (NAIPs), that aim to increase investment and productivity in agriculture. This Policy Brief is the result of an in-depth country level Land Policy and Land Governance Assessments undertaken by NELGA experts with the objective to strengthen and mainstream land issues in the successor (or 2nd generation) NAIP and to contribute towards achieving the Malabo targets.
